Bid for Department of Transport’s ‘Restoring our Railways’ Ideas Fund now at second stage.

As many of you know, the campaign for a re-opened Camberwell train station has been going on for some years now – thanks to the ongoing support from all sections of the local community, major stakeholders such as the hospitals, institutions and University of the Arts London, Southwark Council and our local MPs Helen Hayes and Harriet Harman, among many others who support the case for a station. 

 Now SE5 Forum is continuing its campaign to re-open Camberwell train station with a bid to the Department of Transport’s Restoring our Railways Ideas Fund.

We now need your help again. Please show your support for our bid to the Department of Transport’s Restoring our Railways Ideas Fund before the panel reviews the bids by the end of July. As this was a last-minute bid and we are short on time, we can’t do an extensive campaign but are asking, in the first instance, for some show of support on our social media.

 SE5 Forum bid to governments Restoring Your Railway fund as campaign for Camberwell train station continues 

SE5 Forum for Camberwell, with backing from local MPs, Southwark Council and residents, leads initiative for re-opening Camberwell train station. 

The SE5 Forum has confirmed that it has submitted a bid for funding to the Restoring Your Railway programme run by the Department of Transport to build on the business case for re-opening Camberwell train station. A successful funding award from the New Ideas workstream would allow the business case for Camberwell Station to be refined, gain a better understanding of build costs and timetabling options, and provide early design work and invite local feedback. 

Helen Hayes, MP for Dulwich and West Norwood, says: “Along with my constituency neighbour Harriet Harman MP, I met with the Minister for Transport, presenting him with a petition signed by more than 2,000 of our constituents, asking for the train station to be re-opened. So we were both delighted to sponsor this SE5 Forum bid to Restoring Your Railway.”

The campaign had a major setback in 2018, when a study by TfL suggested that the local benefits would be outweighed by the impact on long distance commuters. However, more recently SE5 Forum has understood that Network Rail is undergoing a major strategy review of all its London services. In that context, SE5 Forum believes it would be possible to consider areas such as Camberwell not currently served by effective transport links.

Councillor Richard Livingstone, Cabinet Member for Environment, Transport and the Climate Emergency and Councillor Johnson Situ, Cabinet Member for Growth, Development and Planning, at Southwark Council, said: “We’re pleased to be match funding this important initiative and supporting SE5 Forum with their long standing campaign for better transport links in the area. We too hope that these works will drive the local economy and help to create jobs for local people.”

Southwark Council also successfully bid for £2m from the Mayor’s Good Growth fund to improve Station Road in Camberwell (where the old Camberwell train station was sited). SE5 Forum believes  there could be a multiplier effect from working up these initiatives at the same time, gaining even better outcomes for the area.

Barbara Pattinson, Chair of SE5 Forum, adds: “We would like the judges on the Restoring Your Railway award panel to know that Camberwell may be an inner city area, but the quality of transport and access is relatively poor. Helping us to develop the business case for re-opening Camberwell train station would put us on track for improving facilities which would really help local residents, as well as all the millions attending King’s College Hospital and the Maudsley Hospital.

Successful bidders to Restoring Your Railway funding will be announced in the autumn, so meanwhile SE5 Forum is asking its members and local residents and businesses to take to Twitter and other social media to show their ongoing support for Camberwell station.

What is the Restoring your Railways bid?

As part of the ongoing push for a station, at the beginning of 2020, SE5 Forum organised a meeting with Network Rail, which was a great opportunity to understand the process that railway planners are going through to develop a wider London Strategy. The hope is that this will create extra capacity, allowing Thameslink trains sufficient stopping time (an average of 90 seconds) at the new Camberwell Station

In May 2020, sponsored by our MPs Helen Hayes and Harriet Harman, we put in an Expression of Interest for funding to develop a train station Business Plan to the Department of Transport’s new Ideas fund of Restoring Your Railways Fund.

We’ve now got to the next stage and, with the support of the London Borough of Southwark, have submitted a longer document explaining how we propose to develop our plans. We needed matched funding  and Southwark Council have been fantastic in earmarking enough cash so that we could outline plans for a comprehensive and compelling bid. 

Working through costs of complex engineering work is something that the next stage of work/planning really needs to look at. And it would mean we could develop high level plans for the station that everyone can comment on. 

Also, London Borough of Southwark has been granted funding from the Mayor’s Good Growth fund to improve Station Road. The railway arches are now owned by Archco, which is looking to bring in further investment. Taken altogether, it should be possible to look again at the economic benefits of a train station – not just for new housing, but also looking more widely at economic regeneration and employment.

The planning horizon for Network Rail, when thinking about stations and infrastructure, is decades. So we are looking well beyond the immediate issues of the Covid-19 crisis to the late 2020s for a possible opening date. 

What are our chances of getting the funding? 

An expert panel is reviewing all the bids, and we should hear in the autumn. Because it’s a rolling programme, we know that in the last funding round, there were 60 bidders, and 10 got awarded funding. There are 50 bidders this time round. We are slightly unusual, in that we are an inner city bidder, and that the bid is led by a community organisation.

The Trussell Trust and Independent Food Aid Network – charities which represent food banks across London and the UK – have recently reported some food banks have been forced to close or are considering closing due to a shortage of food and personnel. BUSINESS SUPPORT:

Lambeth Council support for businesses:
Lambeth have set up a dedicated information page for businesses in Lambeth which they will be using to share updates. The Government has announced that all non-essential retail premises must close to limit the spread of coronavirus (Covid-19). It is important that all Lambeth businesses urgently read the new guidance.

MENTAL HEALTH WELLBEING TIPS:

Everyone is affected by the lockdown in different ways. We are bombarded by advice and resources on-line but some most vulnerable people don’t have access to these. Many local groups are working hard to identify and help where they can.The impact on mental health is huge whatever your situation. Anxiety, loneliness, boredom and uncertainty can be helped by focussing on any positive things in your life rather than the negatives.

List tasks that you now have time to do rather than dwelling on missed activities.
Make an effort to communicate with friends and family by phone or internet meetings on apps such as Zoom /video calls.
Talk about your worries to others via contacts or helplines. Ask for help where needed.
Take each day at a time and plan tasks for the day. Have some structure to the day.
Look after your body with healthy diet and some exercise. Take up yoga or Tai Chi.
Start a new hobby or interest.
Have concern for others.
Seek out pleasurable things e.g. beautiful flowers, art , special food.
Limit time spent reading/hearing about the news.
Some things are certain that the sun will rise and set each day and there will be an end to this lockdown.

Southwark Council AND Lambeth Council General Updates:
Lambeth Council information:
The council’s number one priority is to support the over 4,000 most vulnerable residents in our borough. We are working very closely with our foodbanks, Lambeth Larder, Age UK and other organisations to ensure vulnerable residents have access to the supplies they need to stay safely at home. In only a week we have put in place a network which will shortly be called into action to deliver at a local level. We are launching a helpline for vulnerable people to contact the council as part of our Community Hub which is the command centre for their protection and where food and medicine delivery, connection and distance support as well as intelligence and information will be coordinated.
Now, we need to harness the energy of our community to help our neighbours at this time of great need – please volunteer online at lambeth.gov.uk/volunteer to take part in this enormous community effort.
Businesses
Rent relief for voluntary and community sector and businesses that rent council properties and are most impacted by the crisis including hairdressers, cafes, restaurants, beauty salons and non-food retailers. This benefits over 220 local small businesses and community organisations.
Grants to businesses – Government have announced grants of either £10,000 or £25,000 for businesses who receive Small Business Rate Relief or are in the retail, hospitality or leisure sectors. From today we are paying these grants directly to businesses who are eligible, and we are doing this before receiving the funding from Government. There is no need to apply for this and those who are eligible will be contacted directly.
Business Rates relief – the business rate relief support announced by Government is being applied to accounts automatically. This includes 100% business rate relief for retail, hospitality and leisure businesses for 2020/21.
Freezing commercial waste charges for any pub, club or restaurant that requests it.
A Business Task Force with Lambeth’s seven Business Improvement Districts, coordinating our response and working up additional proposals to support local businesses and support the eventual economic recovery effort.
Residents
Expanding our Emergency Support Scheme for those at immediate risk of financial hardship, with an extra £500,000 for emergency financial support for Lambeth residents.
Pausing all enforcement activity against people for council tax and rent arrears during the pandemic. It is vital you keep paying your council tax and rent if you can so you do not fall into debt but we do not wish to cause anxiety for people at this stressful time. We have already committed to not pursuing any evictions during this period as well. Expanding our support for vulnerable people who struggle to pay their council taxby increasing the scope and funding for our Council Tax Support Scheme.
Offering council tax payment flexibility, for example switching direct debit payments so they run from June to March. Please contact the council tax team if you wish to discuss this further.
We have invested additional money in our Crowdfunding platform to enable grants for local community organisations that are responding to the pandemic.
Free parking for NHS staff, social care staff and other key workers in the borough.

Southwark Council information:
A new community hub will support vulnerable residents, and especially those who the NHS has identified as needing to take extra care (known as the shielding programme). Our priority will be to work with voluntary and community groups to help those who are unable to rely on friends and family. We will make sure they receive the food, essential supplies, medicines and social contact they need. You can find out more here.

We are taking action locally to provide financial protection to those in our communities who are most in need. We have supplemented our Southwark emergency support scheme (SESS) budget of £650,000 per year with an additional emergency fund of £1.5 million. We have suspended all debt recovery actions related to council tax and business rates and are looking at how we can help residents who are struggling financially. We also have information and support if you’re struggling with rent payments.
Businesses
Information about business grants, business rates relief, the Coronavirus Business Interruption Loan scheme and much more is available on our business support webpage which is being regularly updated. We know this is a very difficult time for the Southwark business community. If you have questions or concerns, please contact us.
Parks
We are currently keeping our parks open so that residents have somewhere to exercise and get some fresh air alone or with members of their household, but it is essential that we all limit our time outside and stay at least 2 metres away from other people. Any enclosed areas within parks where it is more difficult to keep away from other people (such as playgrounds, cafés, tennis courts) have been closed.
Libraries
Our libraries are now closed. However, we are auto-renewing all loans and cancelling overdue fines until we can reopen, so there’s no need to worry about any books or DVDs that you’ve already borrowed. In the meantime, you can explore our huge, free, online library offering. We have free audiobooks and online booksfree magazines and newspapersfree movie streaming and more.
Waste and recycling
Although our Reuse and Recycling Centre is currently closed to the public, we are prioritising the collection of household waste, and will reach you as quickly as possible. We ask that you please bear with us if your waste is collected on a later day than normal, as we are experiencing some delays.
Parking
All health and key workers in Southwark are being allocated free, virtual parking permits. These are associated with their registered vehicles and apply to all of our permitted parking spaces. The permits are allocated through the businesses and organisations that employ health and key workers. We have reached out to as many as we can identify, including NHS workers, schools and police, but would invite other such employers to come forward by emailing. Controlled Parking Zones (CPZs) will continue to operate, with parking concessions for health and key workers. Parking restrictions and CPZs play an important role in keeping traffic moving and ensuring that deliveries (especially essential medical supplies) reach their destinations on time.

Read the latest positive stories from Selborne Covid-19 Mutual Aid group in South Camberwell:
• Will, Freya, Becks, PJ, Ellie, Rosie, and Roddy and Nadia of the Selborne Covid-19 Mutual Aid group have been visiting an extremely anxious and isolated 73-year-old man in lockdown. He is hard of hearing and struggles to talk by phone. Every day they visit and chat to him through his open window, taking biscuits, grocery shopping and  magazines. They have sorted out his Council Tax and gas bills and are trying to source a CD player so he can listen to music. He is a classically trained singer, a former mixologist and has a really interesting history.
• Christina and Lucy, the co-ordinators of the Selborne Mutual Aid group, have organised a daily hot meal for a homeless man now staying in a local hotel.
• Hannah D, Clare, Ellie, Lizzie, Hannah C and Ma are cooking and delivering home-cooked meals every day.

Camberwell branding and banners launched by actress Jenny Agutter

The ‘Camberwell Brick’ branding design has been unveiled, with strong cultural and historical significance. The colourful design is featured on the new crowdfunded Camberwell Banners along Denmark Hill to reflect the diversity and vibrancy of the area.

The ‘Camberwell Brick’, created by local design consultancy Studio Sutherland, who have designed identities for the Natural History Museum, Pallant House Gallery and Kings Place, was inspired by the well which features in the area’s name, history and coat of arms. The well acts as a metaphor for Camberwell’s diverse and vibrant community, with each brick able to symbolise different characteristics that come together to make a cohesive whole. The bricks also form the C for Camberwell.

Camberwell-resident Jenny Agutter, currently starring in Call the Midwife, says: “Camberwell is a real neighbourhood; its strong cultural mix and rich history are what make it a great place to live. Using the Camberwell Brick on the banners and other projects will enable us to bring the story of Camberwell’s vibrancy to life, making everyone feel proud of what we have here in SE5.”

The visual branding was commissioned by the Camberwell Identity Group, following research which showed people felt Camberwell can often be overlooked, and its identity overshadowed by the surrounding areas of Peckham, Brixton and Dulwich. The group of volunteers recognised the need to create a sense of place for Camberwell; one which brings the community together, creates more business for local traders and a Camberwell for everyone to be proud of.

“Working closely with our chosen designer, Studio Sutherland, and through on-going community consultations, we have created branding which can show the many reasons Camberwell is a great place to live and work, such as its diversity, green spaces, food & drink and community,” says Jessica Bishop, Chair, Camberwell Identity Group. “We are delighted with the ‘Camberwell Brick’; it provides us with a distinctive and relevant space to own, enabling us to tell the story of Camberwell brick by brick. It will be used to signpost and raise awareness of Camberwell and enhance the look of the area.”

The branding, which uses a palette of colours drawn from local greenery, architecture and the sky, and a typeface created by local typographer Berthold Wolpe, was unveiled today on lamppost banners positioned along Denmark Hill.

The banner themes are based on locals’ favourite aspects of Camberwell which are community, creativity, health, green spaces, businesses and food and drink and the visuals used are by local artists and photographers.

The aim of the banners is to encourage the millions of people that come every year to visit its world-famous hospitals to see more of Camberwell, leading them down the high street to discover the wonderful cafes, shops, green spaces and galleries of Camberwell.

Local business owner Ross Farmer from Support & Sustain, who was consulted on the brand development, says: “the ‘Camberwell Brick’ introduces a consistent and highly visible branding that unites all the different elements that make Camberwell great. The lamppost banners create immediate impact and bring life into the high street which will hopefully boost the local economy by attracting new visitors and customers into Camberwell.”

The Camberwell Identity Group has developed guidelines for all stakeholders, which will allow the brand to work consistently. This will include a bank of imagery donated by local people, artists and photographers. The Group has an open call-out to residents of Camberwell to submit their visuals that they would like to make available for use.

The banners are just the beginning. The Group is in talks with local businesses and organisations, Network Rail and Southwark Council about using the identity, they are looking for a local maker to produce real bricks for use in development projects, and residents will also be encouraged to use and own the idea.

The money for Camberwell Banners was crowdfunded through Spacehive, with donations received from local businesses, community groups and Camberwell residents, and supported with matched funding of £6500 from the Mayor of London’s Crowdfund London scheme.

Camberwell Identity Group

The Camberwell identity group includes brand experts, artists, teachers, and representatives from local churches, mosques and estates. It consulted widely and commissioned local designers Sutherland Studio, whose award-winning portfolio includes the rebrand of the Natural History Museum, had experience of developing identities for geographical locations and also local understanding and connections, to develop the brand identity for Camberwell.

The Wolpe Collection Font

Camberwell even has its own font, thanks to Berthold Ludwig Wolpe – the visionary German-Jewish calligrapher, typographer, designer and illustrator who helped shape graphic design in post-war Europe. He designed the Albertus typeface which is used for many road signs in London.

Having escaped Nazi persecution in Germany in 1935, Wolpe moved to London where he created his legendary Albertus, Sachsenwald and Pegasus fonts for Monotype. In 1941 he joined Faber & Faber, where he designed many of their most beautiful and memorable book jackets over the course of three decades.

Wolpe went on to teach at Camberwell School of Art from 1948-53, as well as designing a masthead for The Times in 1966. He was made a Royal Designer for Industry in 1959, awarded an honorary doctorate by the Royal College of Art in 1968 and appointed an Officer of the Order of the British Empire (OBE) in 1983.

The Wolpe Collection, revived by type designer Toshi Omagari, brings together a restored set of his typefaces and reinvigorates the work of a man who was quietly instrumental in the world of British visual culture.

Thank you to everyone who came to our SE5 Forum AGM: Creating a Camberwell iD. It was a highly successful event, with 50+ attendees and lively discussions. 

The main focus of the evening was the work of our Camberwell Identity group in partnership with Camberwell Arts and Camberwell Society and in consultation with the community. Projects to strengthen Camberwell’s identity include murals, banners, vinyls and illustrated maps, as well as a new brand expression for Camberwell that can be used by local organisations and businesses. 

There was also a volunteer presentation by Southwark’s Deputy Mayor Barrie Hargrove and our Chair Barbara Pattinson to community safety volunteer Mark Webb, who had received the Keib Thomas Active Citizen of the Year award from Community Southwark.  

We would also like to thank Camberwell College of Arts, University of Arts London (UAL) for their kind offer of the Wilson Hall for the event.

Colour comes to Camberwell! New mural launched by school pupils is first of our local identity projects

Pupils from Sacred Heart School art club in Camberwell opened the first mural today to be painted as part of Camberwell’s place identity project.

The Camberwell mural by Lionel Stanhope, famous for his vintage typography, is on Camberwell New Road under the railway bridge right next to Sacred Heart School.

The colours were chosen by the pupils from Sacred Heart who said it best reflected how they see Camberwell – Culture, Colour, Cool, Community, saying that these colours give life to the bridge.

The mural is part of a new Camberwell identity project by SE5 Forum, Camberwell Society and Camberwell Arts with the community and businesses. The aim is to bring to life Camberwell’s unique, vibrant identity and make everyone feel proud of Camberwell.

Jordan Naylor, Art teacher at Sacred Heart explains “We have been studying Bob and Roberta Smith – promoting the arts with text art. So, this mural is really relevant to the pupils’ work and it is great to be involved in something representing Camberwell’s community.”

Eddie Burton, Customer Service Manager at Network Rail, who are funding the mural, said: “Our experience across South London is that these artworks inspire pride in people’s neighbourhoods and encourage people to respect railway bridges and other structures.

This was the amount we needed to reach for the Mayor of London to consider matchfunding the project – we will find out soon if we’ve succeeded. Camberwell Business Network: free event to support local businesses



The next free Camberwell Business Network (CBN) engagement and networking event – in association with SE5 Forum for Camberwell – takes place next Thursday 25 April 6-8pm at Theatre Peckham. ALL local businesses are invited to attend for FREE. 

The event (the second of three free events) is being facilitated by our CBN Engagement Officer Oli Polidore Perrins as part of his brief to create an active business network, support business growth in the area and create an improved retail experience for locals and visitors. 

Businesses will be able to hear presentations and get advice from councillors, brand experts and SE5 Forum representatives, as well as finding out more about the Camberwell Business Network.
